City Secretary Angela Harrington told the Burton City Council that the Water Well #5 project’s estimated cost has increased sharply since the initial application and award. The city submitted a budget justification in April 2023 for $609,500 and was notified in November 2023 of a $593,800 award through the Brazos Valley Council of Governments and the General Land Office; Harrington said project costs were later determined in September 2024 to be approximately $1.2 million.
That gap—projected costs roughly double the awarded funds—led staff and bond counsel to present financing options to council, including publishing notice to seek combination tax and surplus revenue certificates of obligation to help cover the shortfall. Council approved publication of that notice Dec. 10 after staff described the grant history and the updated cost estimate.
