City staff reported monthly water-system totals showing 1,662,600 gallons pumped, 1,485,970 gallons sold and water loss of 101,639 gallons (6.11%). The City Secretary and Utility Clerk said they will begin a utility rate study as the year ends to evaluate whether current rates adequately fund water and sewer systems and to consider a standby fee for abandoned meters or properties in the ETJ.
Staff also told council that replacement meters have been ordered as part of a meter-replacement program and that only a few remain to be replaced. Utility contractor Dustin Lozano flagged a privately connected line in the ETJ that dates to the 1990s and lacks utility easements after parcel sales; staff said they will evaluate options to remedy the lack of easements and ensure the city can service the line as originally agreed.
Council did not take formal action on rate changes at the meeting; the packet indicates staff will return with rate-study results and recommendations.
