Council approves downtown future land use changes and a rezoning for former church site

City staff recommended two amendments to the comprehensive plan’s future land-use map and two amendments to the downtown master plan to correct mapping conflicts and to reclassify a parcel associated with a previously approved development agreement. Staff said the changes resolve overlay conflicts caused by consultant mapping of floodplain and open space.
Planning staff also presented a rezoning request from F-3-H to F-4-H for a roughly 2.5-acre property (a former church at 401 RM 967) to allow commercial office use and other mixed-use options not permitted under the current F-3-H designation. The Planning & Zoning Commission recommended approval of both the comprehensive-plan adjustments and the zoning change. Staff noted any exterior modifications or demolition of historically identified structures would require review by the Historic Building Commission and that redevelopment of a site in the floodplain must meet floodplain regulations.
Council took first-and-final consideration and approved the proposed land-use map adjustments and the requested zoning amendment as presented.
