ANC commissioners warn many residents are unaware RCV is law; urge BOE for targeted outreach

Several Advisory Neighborhood Commissioners told the Board of Elections that awareness of ranked-choice voting remains low across neighborhoods and urged a coordinated, resourced campaign to reach seniors, limited-English speakers and other vulnerable populations.
"Nobody knows that ranked choice voting is the law," said one former ANC commissioner, pressing BOE to do more intensive outreach. Commissioners asked BOE to standardize what will be delivered at ANC meetings (ballots, equipment, a clearer training outline) and to coordinate with the Office of ANC Affairs to ensure consistent materials and training schedules.
Director Evans responded that BOE has a voter education and outreach plan posted on its website and will make packets, palm cards, FAQs and demo equipment available for pickup; she also described planned ward outreach blitzes and an RCV simulator. Still, commissioners said the materials appear fragmented and asked for clearer, centralized guidance and finances to support broader distribution.
