Fire officials outline July fireworks zone, set emergency meeting and wide notification plan

Willard's fire chief and staff outlined a proposed fireworks allowance zone for July 2–5, clarified municipal authority under the Governor's order, and scheduled a tentative emergency council meeting for June 29 to adopt restrictions and public notices to about 854 residences.
Fire Chief Van Mund told the Council the Governor's executive order on fire restrictions does not itself grant municipalities authority to ban fireworks; the city's 2023 ordinance already prohibits fireworks on the east side of Highway 89 from June 1 to Oct. 1. Under the executive order framework, the Mayor and Fire Chief may designate a specific area for legally licensed fireworks during July 2–5; Chief Mund and Police Chief Fielding proposed a zone roughly bounded by 600 North to the north, 600 South to the south, and 400 West to the west, with the east side of Highway 89 remaining fully prohibited.
City Planner Madison Brown will take part in a League of Cities/State Forestry webinar to obtain precise guidance and a special emergency council meeting was tentatively scheduled for June 29, 2026 at 6:00 PM to formally adopt any necessary restrictions. Chief Mund proposed disseminating the information through Facebook, the water bill email list and possibly CERT/scout-assisted printed notices to all approximately 854 residences.
