City Recorder Diana Mund presented an item proposing the city elect to 'pick up' an additional portion of employee contributions to the EN 511 Tier 2 public safety retirement system. Under the proposal the employer contribution would increase from 4.73% by 1.25 percentage points, bringing the city's share to 5.98% for eligible public safety personnel; the presenter said the election is irrevocable once adopted and must be submitted to the state before June 30, 2026.
City Manager Jeremy Kimpton estimated the annual cost to the city at about $10,000. Councilmembers supported the concept as a tool to remain competitive with regional law enforcement agencies but noted that the change had not been included in the current budget and would require a formal resolution and a budget adjustment. The Council directed staff to return the item in resolution form at the June 25 meeting and tabled action on the proposal.
