Council approves emergency measures for employee health plan and HRA funding

Council voted to adopt emergency ordinances related to employee benefits and funding.
Finance Director Jamie Morley explained that Ordinance No. 2025-014 moves money from the General Fund to the Admin HRA Fund because "the budgeted appropriations have been exhausted." Council then waived two readings and adopted Ordinance No. 2025-016, authorizing a health insurance plan for village employees and establishing employee contributions; council members said the change was discussed at Finance Committee and supported as beneficial for employee retention.
Council adopted both measures on unanimous 5-0 roll calls. The personnel-policy housekeeping item (Ordinance 2025-017) was given a first reading to align the policy manual with the new insurance plan.
