Board authorizes CPL design work for Hamlet Park entrance realignment

One member questioned CPL’s use of a lump-sum fee rather than hourly billing; another noted the consultant’s submitted packet includes staff billing rates and that the engagement was a single engineering kickoff and plan effort.
Members emphasized the need for a working project budget and ongoing tracking before moving to capital work. The board voted to authorize CPL’s design engagement while retaining the option to negotiate fees and request more cost detail as the deliverables are refined.
