The Cactus City Council adopted Resolution No. 2026.05.27B establishing a water service policy for customers outside the city limits after staff described ongoing pressure complaints. Staff said the existing supply to some outside properties runs through a two-inch line originally installed for livestock use; mobile homes and businesses currently drawing from the line have reported low pressure.
Under the policy the council approved, the city will offer service with a required contract that places responsibility for maintenance and failures beyond the citys connection point on the customer. "A contract will be sent and will require signatory acceptance that any maintenance or failures past the city connection are the customers responsibility," staff told the council. Alderman Lorenzo Castaneda moved to adopt the resolution; Alderman Raul Ronquillo seconded and the motion passed.
Council members indicated the policy addresses a mix of property uses connected to undersized infrastructure while limiting the citys liability for private connections beyond the citys system.
