Regina Newman, Shelby County Trustee, told the committee that the ad hoc's 2024 pilot report has been finalized and that pilot-related abatements have risen to approximately $43,000,000. Newman said exemptions should be scrutinized to ensure they meet the state public-purpose tests — workforce development, economic development, or affordable housing — and questioned whether some large abatements serve a primarily private purpose.
"That abatement is now up to $43,000,000," Newman said, noting the number increased as new approvals were issued while the committee's moratorium request was pending. She asked the committee to ensure exhibits explaining the statute and the public-purpose test would be attached to the resolution so county commissioners understand the committee's basis for any recommendation.
