Council denies reconsideration requests for Sweetness Suites and an auto‑sales proposal

The Garland City Council voted to deny two requests for reconsideration of previously denied zoning applications.
For Z2612 (Sweetness Suites, a tattoo/body‑piercing proposal at 410 Towne Center Boulevard), applicant Juanita Allen presented lease and timing information she said was new evidence. Council members, however, said the material did not meet the threshold for reconsideration because it did not constitute new evidence relevant to the original denial. Councilmember Justin Carraway moved to deny the reconsideration and the motion passed 8–1; Mayor Pro Tem Ott voted in opposition.
For Z2600 (an automobile sales use at 1805 Reserve Street, Suite 101), council considered whether to grant reconsideration; staff said the applicant was not present to offer new evidence. A motion to deny reconsideration passed unanimously, 9–0.
City Attorney reminded the council that reconsideration is a procedural step limited to newly available evidence and that a motion to grant must be made by a council member who voted to deny the case originally. Several council members said they did not hear new information in the presentations and therefore would not change their previous votes.
