The Garland City Council unanimously approved an ordinance authorizing the issuance of short‑term tax notes on Aug. 4, a technical change staff said will increase capacity for 2027 capital projects.
A city staff presenter described the item as largely mechanical: after reviewing debt models the city recommended changing some planned long‑term certificates of obligation to short‑term tax notes that "will pay off in roughly 6 months, which will provide us more capacity when we get into next year's CIP," the presenter said.
Mayor Pro Tem Ott moved approval and the council voted unanimously to pass the ordinance. The staff explanation framed the change as a debt‑management strategy to preserve borrowing capacity for additional projects that may need funding in the next Capital Improvement Program cycle.
