Benicia ratifies emergency contract as city switches to alternative water supply after Goodyear Road break

City staff told the council that on Sept. 12 a major break occurred on the city's primary raw water line along Goodyear Road, which cut off access to two primary supplies and forced Public Works to switch to Lake Herman as an interim source with limited capacity.
Public Works representative Ms. Bonham explained that, because of the urgency, staff entered into an emergency contract with Weber General Engineering to begin repairs the following day and asked the council to ratify that procurement under municipal emergency contracting provisions. "Proceeding with competitive bidding at this time would cause delays that pose a significant risk to the city being without water in the immediate future," Bonham said; she told the council the contract work would bypass standard bidding under code section 309050(c).
Council members asked whether Weber was on the city's on-call list and whether the city had set a not-to-exceed amount; staff said Weber had relevant experience on the transmission line (they had acquired the prior firm that worked on the line), and the contract contained a $199,000 not-to-exceed limit. Council voted to ratify staff action and authorize continued work.
Staff warned that, depending on repair progress, short-term water conservation measures might be necessary; Public Works said it would advise the public and the council if conservation notices are required.
