County approves $5.66M sewer rehabilitation contract to reduce stormwater inflow

The Shelby County Public Works committee recommended a $5.66 million construction contract to rehabilitate failing sanitary-sewer pipes and manholes in parts of the county, funded primarily by an ARPA water-infrastructure grant.
Chris Mason of Shelby County Engineering said the contract with Inliner Solutions LLC covers rehabilitation of approximately 22,000 linear feet of sewer pipe and roughly 900 vertical feet of manholes to reduce inflow and infiltration that can cause surcharging and overflows. The contract award amount is $5,144,288 with an additional $514,430 extra-work allowance, totaling $5,658,718.
The project will use FY2026 ARPA Water Infrastructure Grant funds ($4,809,910.30) and a 15% match calculated by the grant formula, to be covered by stormwater special-revenue funds ($848,807.70). Construction contracts using the ARPA grant must be executed by Aug. 31, 2025, Mason said. The committee voted 6-0 to send the item forward with a favorable recommendation.
