At its first meeting on Dec. 3, the Benicia Industrial Safety Citizen Oversight Commission adopted its rules of procedure and approved the 2026 meeting calendar under a unanimous roll-call vote. Staff reminded commissioners that, per the adopted rules, only city council and planning commissioners are allowed to participate remotely under current Brown Act provisions and local rules; other commission members must attend in person.
The rules also require annual Brown Act/open-government training; staff reported that one commissioner remains outstanding on that training and said they would follow up. The adopted procedures will be published to commissioners and posted on the city's website.
