Commission backs substitute to align school-board elections, delays term limits until 2030 after contested debate

Shelby County commissioners accepted a substitute resolution that would align county school-board elections with the county commission'wide cycle and establish a two-term limit for board members, but delayed full implementation until 2030 to allow current members to complete their terms.
Sponsor Commissioner Sugarman said the substitute was drafted to avoid disenfranchising voters who elected board members recently. "This structure ensures staggered terms are preserved through 2028, after which uniformity in term length, election timing and term limits will be fully implemented for all Shelby County Board of Education members," the substitute reads in part.
County Attorney Megan Smith told the committee the substitute reduces certain legal objections because it allows members elected in 2024 to finish their full four-year terms; she cautioned that no legal action is wholly immune from challenge. Opponents urged a voter referendum instead. Commissioner Brooks and others warned that state involvement created political risk and argued the public should decide the change directly; Brooks urged a referendum "so we will not run into constitutional issues."
The committee accepted the substitute and will forward the item for the next stage of consideration with a favorable recommendation. The roll call showed six ayes, one no and one abstention.
