ORM cites subrogation recoveries, trainings and provider outreach in performance overview

Jed Ross, director of the Office of Risk Management, gave the committee an overview of ORM's fiscal year 2025 performance at the Feb. 27 hearing, outlining training efforts, subrogation recoveries, and efforts to increase DC-based providers on the workers' compensation panel.
Ross said ORM's tort division has distributed subrogation funds to agencies to repair damage and cited specific recoveries: "To date, we have recovered $1,168,842 for that effort," he said, noting funds had been made available to agencies including the Department of General Services and DC Public Library to address property damage.
Ross described the agency's risk prevention work, occupational safety trainings, and a newly established client portal for police and firefighter clinic monitoring. He also discussed provider relations improvements, including a provider relations manager and compensated panel rates to encourage participation. On documentation, Ross confirmed that some manual chapters are online while others remain in legal review; he told the committee his expectation was that the remaining chapters would be completed in about a year.
Committee members sought additional detail on whether ORM can compel agency managers to attend mandatory trainings and how ORM verifies timely incident reporting; Ross said ORM employs outreach and training programs and coordinates with agency risk-management representatives but has limits on direct enforcement of agency staffing decisions.
