Commerce presents state homelessness strategic plan and lived-experience advisory committee

Jisu Kim (Commerce) briefed the committee on the state homeless housing strategic plan and its implementation, explaining the plan is updated every five years and was published in October 2024. She said the plan informs local homeless housing plans and listed five objectives including promoting equity and accountability, strengthening the provider workforce, preventing episodes of homelessness, prioritizing those with greatest barriers, and housing everyone in stable settings.
Jisu highlighted actions such as establishing equity performance measures for grantees, training and technical assistance for service providers, coordinated-entry pilots that place community health workers at entry sites, and capital funding cohorts that together produced more than 1,000 permanent supportive housing units. Oliver Crane described Commerce's lived-experience advisory committee (formed in 2024, now 11 members) and said it has advised on case-management minimum standards, grant review, and qualitative research; he said the group will develop a new work plan focused on continuous improvement and stronger coordination with coordinated entry staff.
Commerce presenters said local plan guidance has been issued to align county plans with the state strategic plan and that most counties have submitted local plans or received extensions. Presenters offered to follow up on detailed questions and to share slide materials and report links.
