Burke board approves Brookside Solar PILOT and host community agreements; supervisor abstains

The attached resolution text describes a proposed 100MWac photovoltaic electrical generation system and sets a one-time community impact fee to the Town of Burke of $119,156.00 to be paid at execution of the PILOT Agreement. The resolution and its Exhibit A describe PILOT payment mechanics under the Franklin County Industrial Development Agency's Uniform Tax Exemption Policy and reference General Municipal Law subdivision 15 of Section 854 and allocation rules under Section 858(15).
The board authorized Deputy Supervisor Tim Crippen to execute and implement the resolutions on behalf of the town. The minutes record that Tim Crippen was assigned to attend a Brookside Solar preconstruction meeting on Jan. 13, 2026, in Chateaugay.
The resolution attachments include inconsistent acreage figures: one passage lists the project on approximately 1,460 acres, while a later passage in the Host Community Agreement references 7,460 acres. The minutes do not resolve that discrepancy; town documents or the applicant's filing should be consulted for the authoritative parcel sizes and boundaries.
