Board adopts expedited rule filing to let snack bars serve wine by the glass

The Washington State Liquor and Cannabis Board voted unanimously July 1 to file CR103 and adopt final rule amendments necessary to implement House Bill 1526, which allows snack-bar licensees to serve wine by the glass.
Kevin Walder explained that the proposed rule changes were dictated by statute and qualified for expedited rulemaking; the CR105 proposal had been filed April 22 and published in the Washington State Register on May 6 with no changes necessary. Pete moved the motion to approve the CR103 and Ali seconded; Chair Volendroff recorded the motion as approved on a 3‑0 vote. "Because the proposed rule changes are explicitly dictated in statute and the board has no discretion regarding implementation, these rule amendments qualified for expedited rulemaking," staff said.
