Kevin Walder, the agency's policy and rules manager, briefed the board on July 1 that the rules team is managing 13 open rule projects and previewed several near-term filings.
Walder said the recently adopted cannabis advertising rules implementing Senate Bill 5206 will take effect July 3 and that staff developed guidance to help licensees comply. He outlined the closing informal comment period for agricultural cannabis cooperative rules implementing Engrossed HB 1941 and said the team is coordinating with the Department of Agriculture. He also flagged ongoing work on rules implementing ESSB 5403 (financial interest limits for cannabis retailers) and said a draft is expected by end of July followed by small-business economic-impact analysis and possible economist contracting.
Walder told the board the rules team expects to file CR102 or CR103 proposals this summer and fall for a range of topics, from increasing cannabis licensing fees under engrossed HB 2681 to alcohol product-placement and theater seating changes. He offered to answer questions; none were raised before the board moved to formal action items.
