Newbury DRB reviews conditional use permit to convert tiny home at 117 Dempsey Lane

Amanda Beaulieu, chair of the Newbury Development Review Board, opened the June 25, 2026 hearing on a conditional use permit application for property at 117 Dempsey Lane.
Property owner Nanci Mclean presented the application for a tiny home, a deck and an outhouse on a parcel within the town’s Shoreland District. Mclean told the board the tiny home is currently on wheels and that she plans to sell it to applicant Katherine DeRuff, who intends to convert it into a permanent structure and add a deck and an outhouse. Zoning Administrator Dennis Marquise reviewed regulations for primitive camps and outhouses in the Shoreland District in response to board questions. DeRuff stated she had obtained state shoreland and wastewater permits relevant to the conversion.
The board did not vote on the permit at the public hearing; as moved by DRB member Bobbie Jewett and seconded by DRB member Chuck Schulze, the board closed the hearing and moved into private deliberation. A final decision was not announced on the record. The meeting was recorded and the hearing record is reflected in the board minutes.
