Council moves to 'hold' on common ownership communities bill after resident concerns

Councilmembers on Feb. 24 voted unanimously to change the County's position on MC1125 (common ownership communities) from "held with support" to a formal hold while sponsor amendments are developed.
Council Member Mink summarized constituent feedback from Leisure World and elsewhere, saying residents fear the bill could make governance of common ownership communities more difficult and could discourage owners and residents from volunteering for board roles. "Their concerns are primarily that, it would without some amendment, that the bill would make governance of CoCs much more difficult and including making it more difficult to get owners and residents to volunteer to serve on, common ownership community boards," a Councilmember said during the discussion.
Staff reported the delegate sponsor is working on amendments to address those concerns and the bill had moved out of the delegation unanimously; the Council voted to formally hold its position until the sponsor and stakeholders provide clarifying amendments.
