Council staff described an amendment to the Kennedy Shriver Aquatic Center building‑envelope improvement project that reduces the FY26 appropriation to $487,000 and shifts roughly $5,000,000 from FY25 into FY26, with a smaller amount into FY27. Staff said design is complete and a Notice to Proceed was issued in July 2024.
Department of General Services clarified that "substantial completion" is the construction milestone but not the public opening. Greg Austin told the committee substantial completion is estimated for summer 2026, but the facility will likely open to the public in the fall of 2026 after recreation staff complete operations checks and seasonal hiring. Robin Riley of the Department of Recreation agreed that the department would need time to staff and ramp up operations before public access.
Committee members concurred with the recommended amendment and emphasized the community demand for pool facilities while noting the importance of staging and hiring to avoid service interruptions.
