Finance Director Betty Bickel, Highway Commissioner Brandon Hytinen and Highway Office Manager Amy Zerbe told the committee that repair costs and new capitalization rules have strained the Highway budget. Bickel proposed an interest-bearing account to accumulate funds; the committee directed staff to draft a resolution and return next month.
"Idea is to create the account in 2026 to come due in 2027," the minutes record. Hytinen explained prior capitalization thresholds changed from 25% to 5% for repairs, increasing the number of capitalized items and budget pressure. The committee did not appropriate the $500,000 at the meeting but requested a resolution with financing options be brought back for formal approval.
The minutes indicate the account would not be spent immediately by Highway but that earned interest would be available for the 2027 Highway budget. The committee discussed financing timing and expected bonding authorization in August for a related facility project.
