Committee endorses $2 million supplemental to cover Silver Spring Aquatic Center change orders

The Montgomery County Planning, Housing and Parks Committee on Feb. 24 endorsed the County Executive’s FY25 supplemental request for $2,000,000 to cover outstanding change orders and contractual general‑condition claims at the Silver Spring Recreation and Aquatic Center. Kristen Cummings, council staff, told the committee the supplemental is intended to fund nine recommended project change orders and related general‑condition work.

"The FY '25 supplemental appropriation as transmitted by the county executive states that it will fund in the amount of $2,000,000 will fund outstanding change orders in general terms and conditions of the contract needed to complete the construction of the Silver Spring Recreation and Aquatic Center," Cummings said. She listed representative change orders including coding upgrades, HVAC work, pool‑slide revisions, ADA paver upgrades, generator coordination, waterproofing revisions, additional pool commissioning requested by the owner, and fire‑alarm integration.

Greg Austin of the Department of General Services told the committee the work covered by the requested funds has already been completed and that the supplemental is intended to "true up" payments owed to contractors. "All of the work here related to the Rec and Aquatic Center is complete," Austin said, describing the request as a project‑end reconciliation rather than new construction funding.

Committee members had no objection to concurring with staff and the executive recommendation. The committee did not take a formal roll‑call vote; members indicated concurrence 'without objection.'
