New owner requests certificate of occupancy; staff requires joint walk-through

Planning/Building staff told the board that Jeff Dan Young's property was bought by Delano with ownership effective Sept. 1 and that the new owner, Nick Dellen, asked for a certificate of occupancy. Staff said they would not issue a CFO without an in-person inspection: "I told him I'm not doing that unless we walk it," the staff member said.
Staff and Jeffrey conducted a roughly two-hour walkthrough of the dealership and body shop and recorded the inspection; following that review staff said they felt comfortable issuing the certificate of occupancy under the city's process that includes the city's final legal leverage tied to the certificate of occupancy.
