Huachuca City joins Cochise County opioid-settlement pool with advisory-board seat

The Huachuca City Council voted unanimously to approve Resolution 2026-01, joining an intergovernmental agreement (IGA) proposed by Cochise County to pool opioid-settlement funds across municipalities.
Town Manager Suzanne Harvey told the council the town previously agreed to pool its small settlement shares with the county because local amounts alone are limited and the county’s pooled program can better administer projects under the settlement’s restrictive use rules. Harvey said she had learned the pooled account held roughly $3,000,000 and that Huachuca City's share would be about $28,000.
The proposed IGA includes an Advisory Board on which the town would be represented to help guide how pooled dollars are allocated. Council approved the resolution and asked staff to engage with the county and the advisory process so local needs can be considered when projects are proposed and prioritized.
