Town Manager Suzanne Harvey told the council the procurement code has not been updated in years and that current thresholds (requiring RFPs for items over $10,000) now hinder timely purchasing for routine, budgeted work. She proposed requiring three quotes for smaller purchases and giving the Town Manager authority to approve emergency expenditures up to $35,000.
Town Attorney Thomas Benavidez indicated he agreed with the suggested changes. Mayor Johann Wallace directed staff to return an ordinance updating procurement rules at the next meeting.
