The Huachuca City Council unanimously approved staff requests to submit Congressionally Directed Spending (CDS) applications seeking federal funding for a ladder fire engine and for water-meter upgrades.
Town Manager Suzanne Harvey explained that the fire department’s primary ladder truck is nearing the end of its useful life and that the town submitted a $1.3 million request for a ladder truck; with a local match the total purchase was presented as roughly $1.5 million, with an estimated match of $200,000–$300,000. Harvey said she had already submitted a retroactive request to Congressman Juan Ciscomani because his program window had closed quickly and asked permission to also submit to Senator Mark Kelly to increase the town’s chances of securing funds.
Harvey described procurement and program constraints — including USDA Community Facilities match rules and multi-year cash-flow planning — and recommended prioritizing the ladder truck above water-meter upgrades. Council approved the submission and the prioritization, with staff directed to pursue the appropriate match and follow federal application procedures.
