District opens 30-day public comment on school safety plan; Erie 1 BOCES presents updates including Desha's Law changes

Kevin Byrd of Erie 1 BOCES opened the public hearing for the Holland Central School District’s districtwide safety plan and said the plan will be available on the district website during a 30-day public comment period. "We are required per regulation to hold a 30 day public comment period on your district level safety plan every year," Byrd said, and urged residents to submit comments to the district though he noted "no one ever does, but we still provide that opportunity."
Byrd reviewed statutory and regulatory duties that require districts to maintain districtwide and building-level emergency response and crisis plans and noted that the detailed building-level emergency response plans are confidential and not posted publicly under Article 6 of the Public Officers Law. He highlighted recent additions to the plans: a public health emergency continuation-of-operations appendix, an emergency remote instruction appendix, trauma‑informed drill practices added in 2024, and a January 2026 amendment commonly called Desha's Law that requires cardiac emergency response planning and staff/student training. "The cardiac emergency response ... has to be included in the district ... building level emergency response plans, and annual training on the signs and symptoms of cardiac arrest must be provided to all staff and all students," Byrd said.
