Staff (speaker 4) reported seven RFP responses, five of which were qualified, and said a four-person review team ranked Kimley Horn highest with 362 points. "Kimberly Horn, was the highest scoring respondent, 362 points," staff said. Staff told council the city is on a tight schedule to adopt and submit the plan by an October state deadline.
Council discussed an approval process that would allow the mayor to sign the contract contingent on the city attorney’s review and approval. Presenter (speaker 5) proposed that staff finalize terms and allow the mayor to execute the contract once it meets legal review and any necessary negotiations are concluded. Council members indicated general comfort with that approach to avoid delay.
No formal vote was recorded in the work-session preview; staff said the contract and any redline changes would return for final authorization or the mayor would sign after the attorney's approval as directed by council.
