City to accept donated parcel for Riverlands Park, adding nearly 80 acres

A staff member (speaker 4) explained the parcel—donated by property owner Keith Ruth—was originally proposed as an easement in subdivision documents but the final plat records the donation as an outright conveyance. The donation runs from Hutchinson Ferry Road to the rear of New Riverlands Park and staff said the city can choose whether to designate the land as park or another public purpose.
During the work-session preview, presenter (speaker 5) provided financial context: “The property is worth about $2,600,000. We're getting a grant for just under 2,000,000, and I don't think it's here, but Diana Wilson is contributing $550,000... That’s gonna leave about $50,000 that the city will end up paying.” Staff said closing is set for the 20th and that title insurance and transactional fees are in progress.
Council members noted the donated acreage—almost 80 acres—would support trail connectivity and added park amenities. The donation will return on a formal agenda item for council action to accept the deed and complete closing.
