City staff presented a delinquent-tax analysis to the council on June 29 showing a point-in-time aggregate delinquency (reported in discussion as roughly $800,000–$890,000) but stressed the figure represents a rolling cumulative amount across years and that most accounts are on payment plans. Finance Director Martha Machara and staff said the city’s delinquency rate remains below 1% and that many delinquencies are resolving over time.
A councilor said they were "kinda relieved to see that percentage is still under 1%" and asked whether delinquencies were concentrated in particular property classes; staff replied that residential accounts make up about 62% of the tax base and commercial about 34% in the presented tables, and agreed to follow up with a breakdown by account type and any outstanding payment-schedule details. Staff also described the tax-sale process, penalty and interest charges for missed installments, and the city's practice of approving an annual tax-sale attorney to start foreclosure processes when necessary.
