Trustee J.W. Coleman said he is “personally against tax,” but acknowledged the municipality’s rationale and repeated a local estimate that the grocery tax could raise about $20,000–$30,000 annually. Trustee Steve Retzer said he “wrestles with it” as a consumer but understands the municipal considerations. Olson said she will bring fuller budget details to the September Committee of the Whole meeting.
On animal control, Olson reported the Village received a proposed contract from county animal control with semi‑annual reporting, unspecified report contents, no stated hours of operation and reinstate fees; she highlighted that the City of Jacksonville contract is more specific. Trustee Steve Retzer said he would not support terms inferior to what Jacksonville receives. President Samples said he, the treasurer and Chief Hansell will meet with county commissioners to discuss the contract terms.
