County approves SIMS software upgrade, multiple hires, insurance renewal and bills payment

The commission approved a suite of administrative and fiscal items: a new license agreement for County Information Management Systems (SIMS) at an immediate-option price of $1,000 per month (unlimited mobile users, 1 TB storage) effective Oct. 1; recommended hires for road and equipment crews; a five-year employment contract for county engineer Clay Phillips; renewal of the ACCA liability self-insurance program for $393,553.52; and payment of the regular bills.
Staff explained two SIMS pricing options and recommended the $1,000/month option for immediate access to unlimited mobile user apps and larger cloud storage. The commission approved the recommendation and asked staff to return the final agreement in August for signature. The county engineer’s recommended hires (named list of foremen, safety coordinator and equipment operators) were approved. Commissioners also approved the five-year contract for the county engineer retroactive to June 1.
On insurance and finance matters, commissioners approved the ACCA liability renewal for a one-year period (July 1 to July 1, 2027) at $393,553.52 and approved payment of regular county bills totaling $2,734,326.93. The commission recorded motions and approvals by voice vote.
