Essex Junction to seek near-$900,000 loan (with forgiveness) for next phase of lead service-line work
Summary
City staff said federal drinking-water rules require investigation of lead service lines; the city will ask voters to approve an almost $900,000 loan (with expected forgiveness that reduces net repayment to around $400,000) to continue the next phase of the project.

Mahoney said federal drinking-water rules require water providers to investigate lead service lines and that Essex Junction previously secured a loan for the first phase of the work in 2023. She said the city needs to ask voters for an additional near-$900,000 loan to complete a further level of investigation into service lines.
Mahoney noted loan-forgiveness provisions will reduce the city's repayment obligation: "Thankfully, this loan is has some loan forgiveness. So it's we wouldn't actually need to pay back, the full, 900,000. We would be paying back closer to 400,000." She characterized the $900,000 figure as a worst-case estimate and said the actual cost may be lower.
