City Manager Regina Mahoney said a ballot question would ask voters whether the city should create a social-service grant program and fund it with a one-cent tax. "This question will be a question to voters asking if they would like to set up such a program, and if so, would they like to fund it with a 1¢ tax to support that granting effort?" she said.
Mahoney said the idea would model the process the Town of Essex uses today and restore a city-level program that existed when the area was governed as a village within the town. If voters approve the question, the city would establish the program and a local funding mechanism.
