Mahoney explained that the city charter does not specify methods for determining timely tax payments and that state statute currently requires acceptance of postmarks. She said changes in how the U.S. Postal Service operates—specifically inconsistent postmarking—prompted the question whether the city should stop accepting postmarks for tax payments.
"State statute says, that postmarks should be accepted as timely payments," Mahoney said, but she also noted the city has already moved away from accepting postmarks on utility payments and is asking voters whether the same approach should apply to property taxes. The proposed question would let voters decide whether to change the local practice.
