Council presses for clearer pavement-management strategy and funding options

Councilors pressed Public Works Director Tom DiPietro for a more data-driven pavement-management approach after concerns about recurring potholes and delaminating patches. DiPietro said the department will adopt new pavement-management software and run scenario modeling to compare repair strategies. "We're gonna get some modern software... we can do a lot more, decision tree type predictive modeling," he said, noting that funding and crew size are the major constraints to increasing paving frequency.
Councilors discussed whether to increase staff or contractor budgets and whether developers who damage adjacent infrastructure should be held to firmer repair obligations with clear bonds or ordinance language. Public Works explained current processes are partly ad hoc: large developments provide bonds for required new infrastructure, but damage to adjacent facilities is often addressed through negotiation and site-specific remedies. Council asked staff to return with cost scenarios, budget options and possible ordinance changes to make developer repair responsibilities more predictable.
