"I am Elijah Massey. I am the chair of the Essex Junction Planning Commission," Massey told the council, outlining 2025 efforts on land development code tweaks, the Connect the Junction transit‑oriented development master plan, Pearl Street road‑diet coordination, and engagement with CCRPC on Act 181 housing‑target mapping.
Massey said the TOD draft will include form‑based code recommendations to guide implementation and that the commission will shift much of next year's work to a comprehensive plan update with CCRPC as the consultant. He emphasized public engagement, noting a Feb. 7 workshop on an 802 infill housing pilot project and promising ongoing outreach including subcommittees and joint meetings with council members.
Councilors praised the commission's workload and urged clear outreach so residents understand that the comprehensive plan is the opportunity to shape neighborhood outcomes. Massey and staff said they would bring form‑based code recommendations to the commission and welcome council input on sequencing for code updates.
