Steve, the governance committee presenter, told the council the group compiled research from nine peer communities, held in-person and online outreach and ran a survey that drew about 57 responses. “We are focusing on the structural reforms, not some of the soft things per your direction to us,” he said, and urged the council to review the executive summary for details.
The committee recommended retaining the council–manager form of government, keeping at-large elections and maintaining five councilors, while proposing changes that include raising councilor stipends from $2,500 to $3,600, giving the council president a 25% higher stipend and indexing stipends to CPI to prevent periodic catch-up debates. The council moved to accept the final report and dissolve the temporary governance committee effective 12/10/2025; the motion passed unanimously, 5-0. Councilors praised the committee’s work but debated whether the scope of community engagement warranted additional outreach before adopting specific changes, with some members saying placing questions on the ballot would be the 'ultimate test' of public sentiment.
