Councilor Smythe presents consolidated draft of council rules

Councilor Smythe presented a consolidated, reformatted draft of the council rules at the workshop, saying the draft pulls together existing charter language, ethics guidance and procedural rules into one reference for new members and the public. She said the majority of the document is unchanged from current practice but has been reorganized to make the rules easier to find and use.

"That's sort of a really basic summary of the revisions that I made," Smythe said, explaining that additions are shown in blue in the track-changes draft and deletions are struck through. She told colleagues she included verbatim charter text on how the mayor and presiding officer are chosen so the public would not need to look up the City Charter separately. Councilors asked whether the draft reflected input from staff and other councilors; Smythe said it draws on conversations with the city solicitor, city manager, the city clerk and several colleagues.

The draft keeps existing vote thresholds and many procedural provisions but adds a short "newly elected councilors" orientation section, Smythe said, which she described as the package's most substantive addition. Multiple councilors welcomed a single reference document but flagged items they thought might need refining before a formal adoption vote.
