Finance Committee refers several July 15 bid openings back to departments with direction to use lowest responsible bidder

Bid 2026-065 (CDBG Home Repairs at 962 Bert St., Benton Township) produced three timely responses with the lowest responsive bid from Roach Home Improvement, LLC at $43,575 (another bid from A Fix For Inc. at $55,100; one bid arrived late and was not opened). The Health Department's request for a 2024–2029 Strategic Plan (Bid 2026-044) drew five responses; the lowest listed amounts were $8,750 from Project 986 Consulting LLC and Commonality, Inc.
Commissioner Rayonte Bell moved and Commissioner Teri Freehling supported a motion to refer bids back to departments with authorization to proceed with the lowest responsible bidder that meets specifications and requirements. The committee required departments to submit justification to Finance Committee if they wished to select a bidder who was not the lowest responsive bidder.
