Commission members urge handbook, orientation and training for volunteers

Several commission members urged the council to produce a handbook or starter workbook and to offer training so new commissioners can quickly learn meeting procedure and responsibilities. Andy Bjork, who serves on several commissions, argued that written policies preserve continuity when leaders change and let meetings get to content more quickly: "Maybe there's a handbook concept, that speaks to, you know, that helps, guide committees." He suggested reviewing each commission to identify structural gaps.

Emily Conklin, vice chair of the Energy Environment Commission, described inconsistent application follow-up and urged clearer orientation for incoming members, training in Robert's Rules and a documented procedure for handling commissioners who are not meeting expectations. "They take a training in Robert's Rules," she said, advocating formal orientation and continuity between outgoing and incoming chairs to shorten the learning curve.

Speakers proposed practical next steps: compile existing annual reports into templates, identify staff points of contact for each commission and pilot a short handbook for several volunteer bodies. No firm implementation plan or timeline was agreed during the workshop.
