Commissioner Teri Freehling moved, and Commissioner Rayonte Bell supported, a motion "to rebid the project with modifications and to come back and update the committee on the 4th floor changes." The committee recorded the motion as carried. Don Trail told the committee the decision is time-sensitive because colder weather could affect construction scheduling.
