Commission recommends Norman Township allow utility-scale solar as a special land use

Planning Director Katie Gruenberg presented staff analysis of ZR26-04, which would allow utility-scale ground-mounted solar energy developments to be considered as a special land use in Norman Township’s Residential Agricultural District. Staff explained the amendment would apply across the district rather than to a single parcel, and that any future project would still require separate public hearings, special land use review and local approvals.

Commissioners discussed the distinction between changing zoning language and approving a specific solar project, and noted that the County Planning Commission's role is advisory. Glenn Zaring moved and Phil Landis seconded a motion to recommend approval of the amendment via distribution of the staff memo to Norman Township; the motion passed by voice vote. Chair Becker-Witt declared no conflict of interest under the Commission’s conflict-of-interest policy.
