The Manistee County Brownfield Redevelopment Authority voted to approve an amendment to the amended and reinstated Joslin Cove Development & Reimbursement Agreement at its June 22 meeting. Planning Director Katie Gruenberg presented the revised agreement, explaining it was designed to simplify the document and reduce the need for future amendments while maintaining a completion deadline and ensuring compliance with City site plan approvals.
Board members discussed the project's remaining obligations, the role of City approvals, and the authority's ability to withhold future tax increment payments if commitments were not met. The motion to approve the amendment was moved by Duane Jones and seconded by Glenn Zaring; a roll-call vote recorded five yeas (Batzer, Dula, Dontz, Zaring, Jones), zero nays and two absences (Becker-Witt, Landis), and the motion carried. The minutes record the effective amendment date as July 2026.
