Commission approves exempt executive assistant appointment for Michelle Hill Davis

The Saratoga Springs Civil Service Commission on Nov. 27 approved an exempt-class appointment for an executive assistant selected by an elected commissioner. Staff said the appointment is covered under Civil Service Law §44 and that the appointing commissioner selected Michelle Hill Davis.
Carissa Salvo, staff coordinator, told commissioners the position is an exempt class appointment — not competitive or non-competitive — and reiterated that the city posted the role and sought candidates before the appointing commissioner made the selection. "She will begin, December 2," Salvo said. The commission moved, seconded and approved the appointment during the meeting.
The approval does not change civil service eligibility rules; Salvo said the exempt class is distinct from competitive and non-competitive classes and cited state law as the governing authority. No vote tally beyond recorded ayes was listed in the meeting record.
