Mark Heyliger, of the Road Department, introduced Financial Supervisor Barbi Hoge and reviewed the department’s financial report that must be submitted to the State by July 30 to close out 2025 accounts. Hoge presented a breakdown that distinguishes the county’s cash-on-hand accounting from the State’s broader definition of 'fund balance.'
Heyliger and Hoge said forthcoming legislative changes will reclassify allowable uses of Motor Fuel Tax (MTF) funds, shifting spending from building projects toward maintenance. Interim Administrator Mike Sepic told the committee the general population needs education on reserve funds and why those reserves are not automatically spent to fix additional roads. Heyliger provided a year-to-year comparison covering 2021 through 2025 to illustrate revenue and expenditure trends.
Heyliger also described a breach of contract with a tree-removal vendor and said the Road Department will move forward with a new company and add vendor performance reviews to future bid evaluations. The department sends a weekly financial report to Financial Services and to Interim Administrator Sepic as part of regular oversight.
